Ground was broken on 20 July 2026 at the Gwangmyeong General Industrial Complex in Ocheon, Pohang, for an AI data centre built in two phases: a 40MW first phase targeted for completion in 2027 and a second phase of about 260MW. The investor is NeoAI Cloud, the contractor is Hyundai Engineering and Construction, and the project vehicle is AI Factory Pohang PFV. Around 2 trillion won of private investment is committed. Pohang City ran an expedited approval process covering grid assessment and building permits.
